Royce K. McElroy serves as Senior Safety Coordinator at Timberline Helicopters, where he leads the development, implementation, and oversight of comprehensive safety systems that protect personnel, aircraft, and mission success. Since joining the company on 11 January 2024, McElroy has rapidly strengthened Timberline’s safety culture by modernizing the company’s Emergency Response Plan, advancing safety management systems, and establishing measurable Safety Performance Indicators that drive continuous improvement across operations.
A seasoned aviation safety professional and organizational leader, McElroy brings more than a decade of experience managing complex safety and compliance programs across aviation and high-risk operational environments. At Timberline, he works closely with leadership, field crews, and support personnel to ensure regulatory compliance, investigate incidents, lead safety assessments, and deliver actionable insights that reduce risk while enhancing operational readiness. His hands-on leadership approach -combining data-driven analysis with frontline engagement -helps empower employees to actively participate in Timberline’s safety mission.
Prior to joining Timberline, McElroy served as Program Manager for Aircrew Safety Systems and Training with Mitsubishi Aircraft Corporation, advising senior leadership on safety reporting, hazard mitigation, and emergency operations planning while managing programs supporting global aviation operations. Royce spent 26-years in the United States Air Force as an aircrew safety professional. He spent his final four years in the United States Air Force as a Command Safety and Compliance Program Manager, where he directed safety oversight for operations spanning 91 locations worldwide, managed inspections and training programs, and safeguarded hundreds of millions of dollars in mission-critical resources.
In addition to his aviation and safety leadership roles, McElroy has served as a corporate instructor and consultant, delivering advanced leadership and management training and developing high-impact organizational development programs for professionals across multiple industries. McElroy holds a Master of Arts in Organizational Leadership from Chapman University and a Bachelor of Science in Business Management from the University of Phoenix, along with numerous professional certifications, including OSHA-30 General Industry and Certified Manager®. His career reflects a consistent commitment to operational excellence, disciplined risk management, and the belief that world-class safety performance is built through leadership, accountability, and empowered teams.

IS-BAO, which stands for International Standard for Business Aircraft Operations, is recognized in the business aviation industry as the standard for Safety. IS-BAO, developed by the International Business Aviation Council (IBAC) and its member associations, is a recommended code of best practices designed to help flight departments worldwide achieve high levels of safety and professionalism.
IS-BAO is an industry standard built for operators, by operators that provides standards based on the ICAO (International Civil Aviation Organization) Standards and Recommended Practices (SARPS). The FAA and other authorities worldwide recognize IS-BAO as meeting the ICAO standard.
